		<description><![CDATA[I for one found it particularly funny that Rhode Island was named #2 for &quot;Spend Wisely and Govern Well&quot; at a moment when we literally have no state level governing authority -- our Board of Regents was dissolved by the legislature, and they&#039;ve delayed creating a new one.

Also, we racked up a lot of points for only having class size regulations for LEP students.]]></description>
