What about that High School Dropout Crisis?

Apparently the dropout rates among US high school students are at record LOWS, not highs, according to this article by the Pew research group:

    Everyone should recognize, though, that federal reporting rules incentivize high schools to graduate students …in 4 years. What of those who enter high school already grade levels behind? No matter, the high school is incentivized to graduate students in 4 years. Are there US high schools willing to overlook the fact that a student after 4 years has not yet met required academic achievement targets, if that helps their statistical profile?
